Kudos to the mayor he doesn't want illegals voting. Can't blame him for that, he probably looked at our last election and said no, way.

If we want to compare this to our American beliefs then we should note that the US Constitution does not prohibit voting by non-citizens and, in fact, the apportionment of Congressional Seats in the House is based upon the total population of the States that includes ALL People including citizens and non-citizens regardless of the legal immigration status (Ref Article I of the US Constitution). Paul Ryan, for example, is the elected House Representative of ALL of the people in his Congressional District which includes US Citizens, legal immigrants, and illegal immigrants so why aren't all of those that he's representing being allowed to vote? It is also rather weird that the mayor of a city would be establishing the immigration laws in Russia. I don't believe a major has jurisdiction to decide what to do about immigration that is under the jurisdiction of the Russian government. That is as absurd as Arizona establishing "immigration laws" that are under the jurisdiction of the US Congress although I believe all limitations on immigration, except for those that would come here for nefarious criminal purposes, are unconstitutional and violate the Right of Liberty of a the Person (persons include non-citizens under the US Constitution).

This thread is about Russia and, more specifically, about the mayor of Moscow, and addressing the United States is pretty much limited to comparative analysis. The "Republican" voting law changes are nefarious political actions fundamentally citing problems that don't exist (e.g. cases of voter fraud at the polls is virtually non-existent in the United States) and are similar to gerrymandering of Congressional districts for political power in the House of Representatives. This topic is deserving it's own thread as it is not something appropriate to address here as it has nothing to do with Russia.

As a person every individual has a Right of Liberty that government should not infringe upon and that Right of Liberty includes the Right to relocate anywhere in the world from one nation to any other nation so long as the person is relocating for peaceful purposes. All laws restricting the immigration of a person that would immigrate for peaceful purposes violates the Right of Liberty of the Person. Anyone believing in the Inalienable Rights of the Person opposes immigration laws that restrict peaceful immigration of a person from one nation to another.

We are talking about Russia and universal principles go out the window. Russia doesn't care what is penned in the USA, they only care about their immigration laws. Perhaps this mayor didn't think the government was doing enough to correct his immigration problem. He certainly can't take a page out of the USA's book with the illegal immigration that is rampant in the US. No one has a right to illegally immigrate to another country. No matter what the reason. There is a reason it is called illegal.

No one has a right to illegally immigrate to another country. Any nation limiting immigration of those that would relocate to that country for peaceful purposes such as employment is violating the Inalienable Right of Liberty of the Person. It doesn't matter who says that because it's a fact.

No one has a right to illegally immigrate to another country. Any nation limiting immigration of those that would relocate to that country for peaceful purposes such as employment is violating the Inalienable Right of Liberty of the Person. It doesn't matter who says that because it's a fact. They have a choice to migrate legally or illegally the choice is theirs. It makes sense to want legals rather than illegals, illegals=lawbreakers. When someone enters illegally how does someone know what their intent might be? Could it be human trafficking, drugs, prostitution, murder or robbery, who knows? Illegals are automatically lawbreakers.

On the other hand if everyone immigrating for legitimate reason such as employment, political freedom, or retirement are allowed to immigrate under the laws then it's real easy to determine who's not immigrating for legitimate reasons. Ir's not that hard to determine if a person wants to immigrate for legitimate reasons. Simply put the field on the visa application form. If they're coming here for employment, for example, then they have to annually show that they're actually working in a legal capacity in the country. If they're coming here as a family member of a worker they can document that on their visa form. It's not like this is rocket science. It can be assumed that someone lacking a legitimate reason for immigration is immigrating for an illegitimate reason but all legitimate reasons need to be accommodated before we know that.

Like Thomas Jefferson I believe that all people have an inalienable Right of Liberty that includes the Right of the Person to immigrate from one country to another for legitimate and peaceful purposes. People have an Inalienable Right to Immigrate that governments should not violate.
I'm not willing to advocate the violation of the Inalienable Rights of the Person based upon the statutory laws of any government.
