Let's cover some facts.
Smoking has always presented a potential health risk to the smoker. Not all smokers suffer ill health effects from smoking but many do especially those with a genetic predisposition to cancer and heart disease.
Based upon total cost accounting (i.e. the total costs of medical services over the lifetime of the person) a smoker does not represent any additional costs related to health care. In fact, anecdotally a smoker can represent lower health care as well as social costs if they die at an earlier age.
Except in extremely confined situations secondhand smoke has never been established as being a general health risk factor.
Many non-smokers have developed an aversion to the smell of tobacco smoke. Inherently tobacco smoke is neither pleasing or displeasing anymore than a perfume is inherently pleasing or displeasing as both are subjective interpretations of an aroma by the person.
Littering by smokers and being rude in not considering other people are problems completely unrelated to whether smoking is harmful to anyone.
Modern ventilation systems can and do confine the smoke from smoking in an establishment to only the smoking section.
Marijuana is far less harmful than tobacco so we should be promoting marijuana use over tobacco use and the aroma is much more pleasing to most people. LOL
