While the State of Idaho can refuse to use it's own law enforcement agencies to enforce a federal criminal statute that doesn't nullify the law. Federal law enforcement agencies can and do enforce federal laws when the state refuses to do so. The federal government has been doing this in recent years related to the state legalization of medical marijuana. While to some degree the federal government is very selective on when to use federal law enforcement related to medical (and recreational) marijuana use it has still enforced the federal laws agianst cultivation and sale of marijuana in states like California.
What I find ironic is that many "social-conservative" advocate these actions by the States while on the flip side Tea Party Republicans in the House were claiming that the Obama Adminstration should be condemned for not enforcing the federal marijuana prohibition laws to the full extent possible in states like California.
Do these "Republicans" really believe that the US government should flood the state of Idaho with ATF agents to enforce federal gun laws? Is that what they really want? The federal government could obviously do that if Idaho refuses to enforce the federal firearms laws. In fact Idaho would be sending an open invitation to the ATF to come to Idaho to enforce the federal laws.
