I still believe that the key to nuclear non-proliferation rests with disarming all of the rogue nuclear nations which includes N Korea, Pakistan, India, and Israel. When it comes to the Middle East the real problem remains Israel because the NPT members cannot ignore Israel and impose sanctions on Iran without being seen as hypocrites.

There seems, from the report coming out of Iran, a genuine recognition among their leadership that things just can't go on much longer as they have been, and that they need to engage more successfully with the rest of the world. Obviously, they will try to do it in a way that saves maximum face, but if that is really the case then it could be a very good thing for the overall stability of the region. It should also be a good thing for their people, of course, since Human Rights is also a stumbling block for their international relations.

I believe that Iran has expressed a valid position though which is that if Israel is allowed to have nuclear weapons then every other nation in the Middle East should also be allowed to have nuclear weapons. Israel does not face a "nuclear" threat but it does present a "nuclear" threat to other nations in the Middle East including Iran.
Even N Korea has a valid position related to it's nuclear weapons. The United States, a nuclear weapons nation, has our military sitting on the border between North and South Korea and that represents a nuclear threat against N Korea. N Korea, as with any nation, has a Right of Self-Defense against the potential threats against it. If there is a potential nuclear threat then they have a right to defend against that threat. The only defense against a nuclear attack is nuclear retaliation.
The NPT and the UN Security Council need to be unbiased in addressing the nuclear threat and nuclear weapon proliferation. Any "rogue nuclear weapon nation" should be forced to dismantle their nuclear weapons through economic sanctions. Any of the five authorized nuclear weapon nations should be prohibited from engaging in war or threatening war against any nation as this represents a nuclear threat against those nations which justifies the production of nuclear weapons. The five authorized nuclear weapon nations should unequivocally establish that they will respond with nuclear retaliation against any nation that ever uses a nuclear weapon. Finally, the five authorized nuclear weapon nations need to continue to reduce their nuclear stockpiles over time.
What we have today is political hypocrisy by the NPT and UN Security Council when it comes to nuclear weapons.
